一、建设项目的概念 (一)项目的含义及其特征 “项目”一词广泛地被人们应用于社会经济和文化生活的各个方面,它是指在一定的约束条件下,具 有特定的明确目标的一次性事业(或活动) 。 项目所表示的事业或活动十分广泛,如技术更新改造项目、新产品开发项目、科研项目等等。在工程 领域,项目一般专指工程建设项目,如修建一座水电站、一栋大楼、一条公路等具有质量、工期和投资目 标要求的一次性工程建设活动。 项目的定义很多,许多管理专家都对项目进行了不同的抽象性概括和描述,这也体现了“项目”所表 示的事物的广泛性和丰富内涵。概括起来,项目一般具有如下特征: 1.项目的目标性 任何一个项目,不论是大型项目、中型项目,还是小型项目,都必须有明确的特定目标。如工程建设 项目的功能要求,即项目提供或增加一定的生产能力,或形成具有特定使用价值的固定资产和创造的效益。 例如,修建一座水电站,其目标表现为形成一定的建设规模,建成后应具有发电供电能力,发挥社会、经 济效益等。 2.项目的一次性和单件性 所谓一次性,是指项目实施过程的一次性。它区别于周而复始的重复性活动。一个项目完成后,不会 再安排实施与之具有完全相同开发目的、条件和最终成果的项目。项目作为一次性事业,其成果具有明显 的单件性。它不同于现代工业化的大批量生产。因此,作为项目的决策者与管理者,只有认识到项目的一 次性和单件性的特点,才能有针对性地根据项目的具体情况和条件,采取科学的管理方法和手段,实现预 期目标。 3.受人力、物力、时间及其他条件制约 任何项目的实施,均受到相关条件的制约。就一个工程项目建设而言,都有开工、竣工时间要求的限 制,有劳动力、资金和其他物资供应的制约,以及所在国家的法律、工程建设所在地的自然、社会环境等 影响。 (二)建设项目的概念及其特殊性 1.建设项目的概念 任何工程项目的运营,都必须具备必要的固定资产和流动资产。固定资产是指在社会再生产过程中, 可供较长时间反复使用,使用年限在一年以上,单位价值在规定的限额以上,并在其使用过程中基本上不 改变原有实物形态的劳动资料和物质资料。如水工建筑物、电器设备、金属结构设备等。为了保证社会再 生产顺利进行和发展,必须进行固定资产再生产,包括简单再生产和扩大再生产。 基本建设即固定资产的建设,包括建筑、安装和购置固定资产的活动及其与之相关的工作。它是固定 资产的扩大再生产,在国民经济活动中成为了一类行业,区别于工业、商业、文教、医疗等。 建设项目即基本建设项目,是指按照一个总体设计进行施工,由若干个具有内在联系的单项工程组成, 经济上实行统一核算,行政上实行统一管理的基本建设单位。 按照《水利水电工程质量评定规程》 (SL176—1999)规定,大、中型水利水电工程划分为单位工程、 分部工程、单元工程等三级。其中,单位工程是指具有独立发挥作用或施工条件的建筑物。分部工程是指 一个建筑物内能组合发挥一种功能的建筑物安装工程,是组成单位工程的各个部分。对单位工程安全、功 能或效益起控制作用的分部工程称为主要分布工程。单元工程是指分部工程中由几个工种施工完成的最小 综合体,是日常质量考核的基本单位。

《水利水电工程质量评定规程》中,对项目划分原则作出如下规定: (1)单位工程按设计及施工部署划分 枢纽工程,以每座独立的建筑物为一个单位工程。工程规模大时,也可将一个建筑物中具有独立施工 条件的一部分划分为一个单位工程。 渠道工程,按渠道级别(干、支渠)或工程建设期、段划分,以一条干(支)渠或同一建设期、段的 渠道工程为一个单位工程。大型渠道建筑物也可以每座独立的建筑物为一个单位工程。 堤防工程,依据设计及施工部署,以堤防、堤岸防护、交叉联结建筑物分别列为单位工程。 (2)分部工程划分 枢纽工程的土建工程按设计的主要组成部分划分分部工程; 金属结构、 启闭机及机电安装工程根据 《水 利水电基本建设工程单元工程质量评定标准》 (SDJ249.2~6—88) (以下简称《评定标准》 )划分分部工程; 渠道工程和堤防工程依据设计及施工部署划分分部工程。同一单位工程中,同类型的各个分部工程的工程 量不宜相差太大,不同类型的各个分部工程投资不宜相差太大。每个单位工程的分部工程数目,不宜少于 5 个。 (3)单元工程划分 枢纽工程按照《评定标准》的规定划分。 《评定标准》中未涉及的单元工程可依据设计结构、施工部署 或质量考核要求划分的层、块、段确定单元工程。 渠道工程中的明渠(暗渠)开挖天竺单元工程、衬砌单元工程按渠道变形逢或结构逢划分。当设计流 量小于 30m /s 时, 单元工程长度不宜大于 100m, 当设计流量不小于 30m3/s 时, 单元工程长度不宜大于 50m。 渠道建筑物视其规模大小划分单元工程:大型渠道的建筑物可按《评定标准》划分单元工程;中型渠道建 筑物按设计的组成部分划分,以每一主要组成部分为一个单元工程;小型建筑物以一座或几座建筑物为一 个单元工程。 堤防工程根据施工方法与施工进度划分单元工程,土堤按填筑层、段划分,每个单元工程填筑量以 1000~2000m3 为宜;堤防中的大、中型建筑物可按《评定标准》划分单元工程,小型建筑物以一座或几座 建筑物为一个单元工程。 2.建设项目的特殊性 建设项目与其它项目相比,具有自己的特殊性。建设项目的特殊性主要从它的成果——建设产品和它 的活动过程——工程建设这两个方面来体现。主要体现在下列方面: (1)建设产品的特殊性 1)总体性 建设产品的总体性表现在:①它是由许多材料、半成品和产成品经加工装配而组成的综合物;②它是 由许多个人和单位分工协作、共同劳动的总成果;③它是由许多具有不同功能的建筑物有机结合成的完整 体系。例如一座水电站,它是由土石料、混凝土、钢材、水轮发电机组以及其它各种机电设备组成的;参 与工程建设的单位除项目法人外,还有设计单位、施工单位、设备材料生产供应单位、咨询单位、监理单 位等;整个工程不仅包括发电、输变电系统,而且包括水库、引水系统、泄水系统等有关建筑物,另外还 包括相应的生活、后勤服务设施。 2)固定性 一般的工农业产品可以流动,消费使用空间不受限制。而建设产品只能固定在建设场址使用,不能移 动。 (2)工程建设的特殊性 1)建设周期长 由于建设产品体型庞大,工程量巨大,建设期间要耗用大量的资源,加之建设产品的生产环境复杂多 变,受自然条件影响大,所以,其建设周期长,通常需要几年至十几年。一方面,在如此长的建设周期中, 不能提供完整产品,不能发挥完全效益,造成了大量的人力、物力和资金的长期占用。另一方面,由于建 设周期长,受政治、社会与经济、自然等因素影响大。
